Which one you need
| Annual turnover | What you need | Fee a year |
|---|---|---|
| Up to ₹1.5 crore | Registration on FoSCoS | ₹100 (hawkers and itinerant vendors ₹0) |
| Above ₹1.5 crore up to ₹50 crore | State licence | ₹5,000 (₹2,000 for some categories, such as institutional canteens) |
| Above ₹50 crore | Central licence | ₹7,500 |
Some businesses need a particular licence whatever their turnover:
- State licence: hotels up to 4 star, and grain, cereal and pulse milling units.
- Central licence: importers, 100% export-oriented units, e-commerce food businesses, hotels of 5 star and above, and units on central government premises.
Annual return
Licensed manufacturers, importers, relabellers and packers file an annual return by 31 May. The late fee is ₹100 a day.
Validity and renewal Needs review
Amendment regulations notified in March 2026 bring in perpetual validity, subject to risk-based inspection. The older rules (1 to 5 year terms, renewal at least 30 days before expiry, and a ₹100 a day late fee) may no longer apply. Check FoSCoS for your case.
